Quality and safety management at Howe Baker is integrated into project delivery from initial engineering through construction and commissioning. Engineering quality is maintained through documented checking procedures, design review processes and project-specific quality plans. Site safety is managed through HSE plans, permit-to-work systems and systematic hazard identification.
Process safety is addressed through hazard analysis — HAZOP, HAZID and risk assessment — carried out at appropriate stages of the engineering design. Quality Management
Engineering quality is managed through documented procedures covering design review, drawing and document control, technical checking and inter-discipline review processes. Quality plans are prepared for each project defining the applicable quality requirements and hold points.
Health, Safety & Environment
HSE requirements are addressed from the earliest project phase. Site HSE plans, method statements, permit-to-work systems and induction programmes are developed and implemented for all construction and site activities. Process safety is addressed through hazard identification and risk assessment processes embedded in the engineering design scope.
Process Hazard Analysis
Systematic process hazard analysis including HAZOP, HAZID and what-if studies is carried out on projects at appropriate design stages. Safety integrity level assessment and safety instrumented system design are addressed where required by the project safety case.
Design Review & Technical Checking
Engineering outputs are subject to independent technical checking and design review at defined stages. Project-specific quality plans define the checking requirements for each deliverable type and the basis for independent review.
Incident Reporting & Close-Out
Incidents, near-misses and non-conformances on project sites and in engineering offices are recorded and subject to investigation and close-out. Lessons learned are communicated to relevant project teams.
Client & Regulatory Requirements
Project quality and safety requirements are aligned to client specifications, applicable codes and regulatory requirements in the jurisdiction of each project. Client quality audits and third-party inspection are accommodated within the project quality programme.

Standards Applied in Project Delivery
Engineering is carried out to applicable international codes including ASME, API, IEC and relevant ISO standards depending on project scope and client requirements. Code compliance is verified through the checking and review process defined in each project quality plan.
Construction and commissioning activities are conducted under site-specific HSE plans that address the particular hazards associated with the work scope, site conditions and regulatory environment. Permit-to-work, lifting plans, confined space procedures and hot work controls are applied on all construction sites.
Non-conformances in engineering or construction are recorded, dispositioned and closed out in accordance with the project quality management system. Where non-conformances affect safety-related or critical items, root cause analysis is completed and corrective actions tracked to close.
